Be sure to use a high adhesion primer to create an ideal environment for the paint itself. Whether the linoleum flooring is a few months or decades old it will need a serious scrubbing before you begin to prime it for paint.

Let the first coat of paint dry for a few days then reapply the second coat. I have never tried to remove grout. High adhesion primer will chemically bond to the tile itself while still creating a surface on which you can reliably paint.
